The buckle has a wreath of laurel leaves that frames Admiralty anchor monarchic crown of the Kingdom of SHS-Yugoslavia. Belts have brass decorative rings, and each belt ends with a safety pin for hanging daggers. Carabiners are correct, the springs in them are operational.
